"Making Waves sets the gold standard in best practices for educating young people from low-income backgrounds. It is a model for raising achievement and attainment for less advantaged students that needs to be implemented in hundreds of communities nationwide."
Providing The Educational Opportunities That Change Lives

Making Waves Education Program - Richmond
Launched in 1989, the Making Waves Education Program in Richmond has educated seven Waves of students. (A “Wave” is a cohort of students who enter in a given year and stay together through their time with us.) Our graduates have gone on to earn degrees from some of the nation’s most distinguished academic institutions and graduate schools, including Occidental College, Sarah Lawrence College, Stanford University, Tufts University, University of California at Berkeley, University of Michigan, University of Pennsylvania, and University of Southern California. Among those graduates are two doctors, many educational and social-service professionals, and numerous others who have positions as managers and analysts at companies such as Bank of the West, Kaiser Permanente, UPS, and Lockheed-Martin.
The program is one of the oldest of its kind nationwide, and has built significant trust within the Richmond community. During its 21-year history, the Richmond MWEP has built close working relationships with the faith community, African-American and Latino cultural organizations, educators in Contra Costa County Public Schools, public and private youth service providers, and families. Our staff includes widely recognized leaders in the community.
Located at 24th Street and Bissell, MWEP provides tuition subsidies for our teenage Wave-Makers to attend some of the Bay Area’s elite private and parochial schools. After school, students spend three to five hours each day in programs that provide individualized academic support and attention. The programs include regular meetings with teachers, counselors, and tutors; comprehensive literacy programs to help students perform at the college level; and on-site college and career counseling and test preparation. Richmond Wave-Makers also receive tutoring in all of their courses whenever needed.
